Mumbai. The Employees’ Provident Fund Organisation (EPFO) has announced major changes in its withdrawal rules, allowing members to withdraw their entire PF balance without submitting documents. The decisions were taken at the Central Board of Trustees (CBT) meeting held on Monday, October 13, under the chairmanship of Union Labour Minister Mansukh Mandaviya. These changes are expected to make access to provident fund savings easier and faster for millions of employees across India.
Old rules replaced with simplified withdrawal categories
EPFO has replaced 13 complex withdrawal rules with just three simplified categories. Now, withdrawals can be made for essential needs such as medical treatment, education, or marriage; for housing-related expenses; and under special circumstances. Members can withdraw their full PF balance, including both employee and employer contributions. The number of times a member can withdraw for education and marriage has also been increased — education withdrawals up to 10 times and marriage withdrawals up to 5 times. The minimum service period required for withdrawal has been reduced to 12 months.
Withdrawals allowed without giving any reason
Earlier, employees had to provide specific reasons while withdrawing funds under special circumstances like natural disasters, unemployment, or pandemics. This often led to delays or rejection of claims. Now, EPFO members can withdraw funds in such cases without having to explain the reason. This move aims to remove unnecessary procedural hurdles and provide quicker access to money during emergencies.
Minimum balance rule to ensure savings growth
Under the new framework, EPFO has introduced a rule that mandates maintaining a minimum balance of 25 percent of the total fund in each account. This ensures that members continue earning the annual 8.25 percent interest and benefit from compound interest on their remaining savings. The rule is designed to help employees retain a healthy fund for retirement, even if they make partial withdrawals from time to time.
Automatic settlement process to speed up claims
One of the most notable changes is the introduction of an auto-settlement process, which eliminates the need to submit physical documents. The system will be fully automated to ensure faster claim processing and disbursement. The timeline for final settlements has been revised — from two months to 12 months for early final settlements, and from two months to 36 months for pension withdrawals. This will help members use their funds when needed without disturbing their retirement savings.
‘Vishwas Yojana’ launched to reduce penalties and pending cases
EPFO has launched a new initiative called ‘Vishwas Yojana’ to resolve pending cases and reduce penalties. Currently, more than 6,000 cases and penalties worth over Rs 2,400 crore are pending. Under the scheme, the penalty for delayed PF deposits has been reduced to 1 percent per month. For delays up to two months, the penalty will be 0.25 percent, and for up to four months, it will be 0.50 percent. The scheme will run for six months initially and can be extended for another six months if required.
Digital service for pensioners through India Post Payments Bank
To support pensioners, especially those in rural and remote areas, EPFO has signed an agreement with India Post Payments Bank (IPPB). Under this arrangement, EPS-95 pensioners can submit their Digital Life Certificates (DLCs) from home, free of cost. EPFO will bear the cost of Rs 50 per certificate. This digital facility will help elderly pensioners avoid travel and ensure smooth continuation of their pension benefits.
EPFO 3.0 framework to bring digital transformation
The board has also approved the launch of ‘EPFO 3.0,’ a digital transformation framework aimed at making services faster, transparent, and user-friendly. The new system will include cloud-based technology, mobile apps, and automatic claim settlements. More than 30 crore members are expected to benefit from these initiatives, marking a major step toward modernization of EPFO services.
Better fund management to ensure secure returns
In another key decision, the board has appointed four fund managers for five years to oversee EPFO’s debt portfolio. This move aims to diversify investments and ensure better and safer returns for members. Labour Minister Mandaviya also inaugurated several digital initiatives during the meeting to enhance transparency and convenience in EPFO operations. These reforms are expected to make fund withdrawals smoother while protecting employees’ long-term retirement savings.
