Mumbai.Indian Railways has introduced stricter ticket cancellation rules, making refunds possible only if tickets are cancelled at least eight hours before the train’s departure. The earlier window of four hours has now been doubled, marking a significant shift in passenger policy. Railway Minister Ashwini Vaishnaw announced the changes during a press conference in New Delhi, stating that the move is aimed at improving ticket availability for genuine passengers and curbing misuse of the system by agents.
Stricter refund rules aim to curb misuse
Under the revised system, passengers cancelling tickets between 24 hours and eight hours before departure will continue to receive only 50 percent of the fare as refund. However, no refund will be issued if tickets are cancelled within eight hours of the scheduled departure time. The ministry believes that tightening the refund window will discourage last-minute cancellations and prevent artificial blocking of seats.
Key changes passengers should keep in mind
- Refund only if ticket cancelled at least eight hours before departure
- 50 percent refund applicable between 24 to eight hours window
- No refund for cancellations within eight hours of departure
- Rules to be implemented in phases between April 1 and April 15, 2026
Boarding station change window extended further
In a passenger-friendly move, Indian Railways has extended the deadline for changing boarding stations. Travellers can now modify their boarding point up to 30 minutes before the train’s scheduled departure. Earlier, this facility was available only until the preparation of the reservation chart. This change is expected to offer greater flexibility, especially in cities with multiple railway stations.
How passengers can update boarding details
Passengers can change their boarding station through multiple platforms, including the IRCTC website, mobile application, or railway reservation counters. However, once the boarding point is changed, the passenger cannot board the train from the original station. This rule is crucial to avoid confusion and ensure proper seat allocation during the journey.
Why railways tightened cancellation rules now
Railway Minister Ashwini Vaishnaw said the decision was taken after analysing patterns used by agents and touts. Many agents would book extra tickets in bulk and cancel them just before departure if they failed to find buyers, claiming refunds and blocking seats for genuine passengers.
- New rules aim to reduce ticket hoarding by agents
- Increase chances of confirmed tickets for common passengers
- Prevent last-minute cancellations that disrupt seat allocation
Full refund still allowed in special cases
Despite the stricter norms, Indian Railways has retained flexibility in certain situations. Passengers will still be eligible for a full refund if a train is cancelled or delayed by more than three hours. In such cases, travellers can file a Ticket Deposit Receipt claim. Additionally, if a ticket remains fully waitlisted even after chart preparation, it will be automatically cancelled and the entire amount will be refunded.
Officials said these changes reflect a balanced approach, combining stricter enforcement with practical relief measures. The focus remains on improving passenger convenience while ensuring fair access to tickets across the system.
