Mumbai.RBI Tightens Fixed Deposit Rules for Small Finance Banks, Mandates Greater Rate Transparency and Uniform Customer Treatment
The Reserve Bank of India (RBI) has introduced a fresh set of rules for fixed deposits (FDs) offered by Small Finance Banks (SFBs), aiming to make the system more transparent and customer-friendly. Under the revised framework, banks will have to disclose deposit interest rates in advance, ensure uniform pricing across branches, and follow a fixed schedule for publishing bulk deposit rates.
The changes have been notified under the Reserve Bank of India Second Amendment Directions, 2026, and will come into force from October 1, 2026. The central bank says the revised norms are designed to improve fairness, consistency and transparency for depositors while helping banks manage their funds more efficiently.
Interest rates must be disclosed in advance
The biggest change is that Small Finance Banks will now be required to publish their deposit interest rate schedule before accepting deposits. The rates offered for both regular and bulk fixed deposits must match the rates displayed on the bank's official website.
This is expected to make comparing FD returns across banks much easier for customers.
Key changes include:
- Banks must publish their deposit interest rates before accepting deposits.
- Displayed website rates will be binding for both regular and bulk deposits.
- Customers will get greater clarity before investing their money.
- Comparison of FD rates across banks will become simpler.
Fixed timing for bulk deposit rate updates
The RBI has also standardised the timing for updating bulk deposit rates. Small Finance Banks must publish applicable bulk FD rates on every business day by 10:00 am. A grace period of 10 minutes has been allowed, meaning banks can complete updates until 10:10 am.
Under banking rules, a single rupee term deposit of Rs 3 crore or more in Scheduled Commercial Banks and Small Finance Banks is treated as a bulk deposit. These deposits are generally made by corporates, institutions and high-net-worth individuals (HNIs), who often negotiate rates depending on the size and tenure of the investment.
Uniform rates across all branches
Another major reform is the requirement for uniform interest rates across every branch of a Small Finance Bank. The RBI has made it clear that customers depositing the same amount on the same date cannot be offered different interest rates simply because they visited different branches or belonged to different customer profiles.
However, the regulator has allowed flexibility in the case of bulk deposits. Banks may continue offering different rates for such deposits, provided the policy is clearly disclosed in advance and remains within the RBI's regulatory framework. Such variations may depend on factors such as liquidity needs and deposit stability. The relaxation will also apply to eligible non-resident bulk deposits.
What the new framework means for customers
The RBI believes the revised framework will strengthen depositor confidence while improving transparency in the fixed deposit market. At the same time, banks will retain operational flexibility to manage large-value deposits.
For customers, the key benefits are:
- Advance knowledge of applicable FD interest rates before investing.
- Daily publication of bulk deposit rates between 10:00 am and 10:10 am.
- Uniform interest rates for identical deposits across all branches.
- Better transparency and easier comparison of FD products.
- Regulated flexibility for banks to price bulk deposits based on business requirements.
The central bank expects these measures to create a more predictable, fair and transparent deposit ecosystem for investors choosing Small Finance Banks for their fixed deposit investments.
