Mumbai. Facing significant financial challenges, telecom operator Vodafone Idea (Vi) has approached the Indian government for additional support to manage its substantial adjusted gross revenue (AGR) and spectrum payment obligations. In a letter dated March 11, 2025, addressed to Telecom Secretary Neeraj Mittal, the company proposed converting a larger portion of its outstanding dues into equity. If approved, this move could increase the government's stake in Vi from the current 22.6% to approximately 49%.
Significant Relief Sought Under 2021 Telecom Relief Package
Vi is seeking relief for ₹36,950 crore in AGR and spectrum dues, including an urgent payment of ₹13,089 crore due in the coming weeks. The company has indicated that it lacks the liquidity to meet these obligations without government intervention and has sought assistance under the 2021 Telecom Relief Package.
Potential Impact of Government's Decision
If the government's decision aligns with Vi's request, analysts estimate that the company could receive relief amounting to ₹52,000 crore. This would potentially reduce its outstanding AGR liability by nearly 75% and decrease its total debt by approximately 25%.
Previous Legal Challenges and Financial Performance
In September 2024, the Supreme Court dismissed Vi's plea to recalculate its AGR dues, adding to the company's financial woes. Subsequently, in the third quarter of the fiscal year 2024-25, Vi reported a consolidated net loss of ₹6,609 crore, a slight improvement from the ₹6,986 crore loss in the same period the previous year. During this quarter, the company's consolidated operational revenue increased by 4.16% year-on-year to ₹11,117 crore. Additionally, the average revenue per user (ARPU) rose by 4.7% to ₹173, up from ₹166 in the previous quarter, attributed to tariff hikes and customers opting for higher-priced plans.
Government's Stance on AGR Dues Waiver
The government's position on granting waivers for AGR dues remains firm, with recent reports indicating a reluctance to offer such concessions to telecom companies. This stance poses a significant challenge for Vi as it seeks substantial financial relief to navigate its current fiscal predicament. citeturn0search3
The outcome of Vi's request is pivotal not only for the company's future but also for the broader Indian telecom sector, as it may set a precedent for how financial distress within the industry is managed.
